The ugliest idea of Jimmy Carter was revealed on Twitter

Sure, the young generation cannot remember who Jimmy Carter was and why his phrases became so popular. But one day in 1978 Reagan's colleague expressed the idea which outraged everyone!
Some users of Twitter paid attention to Carter's words which the 39th US president said in 1978. But before you read the line further, we'd like to warn you: the idea was weird and strange as for the president.
So, Carter said «Government cannot solve our problems. It can't set goals....Government cannot eliminate poverty, or reduce inflation, or save our cities.»
Well, maybe the idea was right… However, the historian Arthur M. Schlesinger, Jr. felt disgusted and wrote in response «Can anyone imagine FDR uttering such words?»
